De Waddenzee heeft heel dringend rechten nodig

Als de Waddenzee als natuurgebied rechten zou hebben, zou er niet zomaar een brede sleuf door Schiermonnikoog en de waddenplaten worden gegraven. Er zou dan eerst gekeken worden of er andere opties zijn om de stroom van de windparken op zee aan land te brengen. Dat stelt hoogleraar Tineke Lambooy van de Nyenrode Business Universiteit. De juriste is verbaasd over de aangekondigde graafwerkzaamheden, die het gebied van miljoenen trekvogels blijvend kunnen verstoren. Dit plan conflicteert bovendien met alle internationale beloftes die Nederland deed om de Waddenzee als natuurgebied te zullen beschermen.

In de P+ Special ‘Geef de natuur rechten’ stelt Lambooy dan ook dat Nederland de voorbeelden uit andere continenten moet volgen, waar aan rivieren, bergen en natuurgebieden rechten zijn toegekend. Het oprichten van een ‘Natuurschap’ zou een primeur voor Nederland en Europa zijn. 

Het ministerie van Economische Zaken en Klimaat (EZK) zorgde dit jaar voor een lastig dilemma tussen twee duurzame doelen: het behoud van biodiversiteit en de transitie naar duurzame energie. De botte maatregel om een diepe sleuf voor stroomkabels bij Schiermonnikoog te graven, zorgt wel voor een urgente en principiële keuze, als het gaat om de toekomst van de Waddenzee. Lambooy zegt daarover in P+: “Biodiversiteit staat in dit geval boven economie.”

De juriste, hoogleraar Corporate Law aan Nyenrode Business Universiteit, kiest voor de vogels, zeehonden en de vissen. Ze weet zich gesteund door tal van internationale conventies en verdragen om de biodiversiteit in de Waddenzee goed te beheren, afspraken waar Nederland zich aan heeft gecommitteerd. Die afspraken zijn nu haaks komen te staan op een toekomst waarbij de groene stroom van steeds meer nieuwe windmolenparken in de Noordzee via de Waddenzee aan wal wordt gebracht. In zijn laatste week als minister van EZK besloot Eric Wiebes (VVD) om grote kabels door de kwelders van Schiermonnikoog en de Waddenzee naar de Eemshaven bovenin Groningen aan te leggen. Dat is de kortste route om de opgewekte stroom naar het achterland door te geven. Of om de energie in het Chemiepark Delfzijl om te zetten in waterstof. Deze energiedrager is niet alleen goed op te slaan als ‘batterij’, maar kan vanuit Groningen door het gasnetwerk door heel Europa worden getransporteerd.

Lambooy stelt daar vele richtlijnen en internationale afspraken om de natuur van de Wadden te beschermen tegenover, die Nederland ondertekende. In de P+ Special worden deze verdragen opgesomd. Nu hier niet naar wordt gehandeld, is het de hoogste tijd om een juridische innovatie in stelling te brengen, die de Waddenzee zelfstandige rechten geeft. Ook hiervan staat in P+ een historisch overzicht van landen waar rivieren, bergen en natuurgebieden eigen rechten toebedeeld kregen; in Ecuador, Bolivia, Colombia, India, Nieuw-Zeeland, Australië en Canada.

Wanneer er voor de Waddenzee ook zo’n ‘Natuurschap’ was geweest, had ex-minister Wiebes niet zomaar zijn collega’s op de departementen van IenM en LNV kunnen passeren, die de verantwoordelijkheid over de Waddenzee hebben. Ook de ‘sleuvengravers’ van Schiermonnikoog zouden eerst langs deze organisatie moeten langsgaan, om vergunning aan te vragen, net als vissers en andere gebruikers.

Volgens Lambooy zou er dan eerst een toetsing plaatsvinden aan de hand van een toekomstplan voor de Waddenzee. De sleuvengravers “zouden eerst alle opties in kaart moeten brengen die passen binnen dat grotere plan. En dan komen pas de praktische vragen. Moeten die kabels er komen? Waarom moeten ze via Schiermonnikoog lopen? Omdat dat goedkoper is? Is het mogelijk om nieuwe kabels naast oude kabels in een bestaande vaargeul te leggen? Op basis daarvan zou een Natuurschap een besluit nemen.”

    به نظر من اثبات کردند برای قد کشیدن خودشان حاضرند حتی کشورشان
    را له کنند و شان اش رادر حوزه بین الملل پایین بیاوردند.
    این همه هنر می توانست در راه عزت دادن به وطن نه حداقل واقع گویی از وطن خرج شود تا این تصویر سیاه
    در ذهن مخاطبی خارجی شکل نگیرد.

    جنجال‌های جنبش«می تو» و حضور همزمان ترانه علیدوستی در
    کنار یکی از بازیگران مرد فیلم که مورد اتهام آزار جنسی است، اولین ضربه را بر پیکره فیلم وارد کرد.
    از «اعتراض» مسعود کیمیایی تا قصه‌های رخشان بنی اعتماد و «عصبانی نیستم» رضا درمیشیان تا حتی فیلم‌های بهمن فرمان آرا.

    ماجرا چیست؟ فیلمساز تصمیم می‌گیرد رسالت مهم
    اجتماعی بر ساخته خود را انجام دهد.

    رسالتی که سبب می‌شود فراموش کند مهمترین رسالتش اتفاقا
    فیلمسازی است.
    البته جا دارد که بگوییم آقای محمد زاده در سریال نمایش خانگی قورباغه نیز
    به ایفای نقش پرداخت و بسیار در آن درخشان عمل کرد.
    فیلم از لحاظ ساختار فیلمنامه تناقض داشت شخصیت
    ها به نوعی اضافی بودن و کارکرد مناسبی نداشتن میشه گفت تک بعدی بودن و هنوز کاراکتر نشدن.

    فیلمبرداری گاها قاب بندی های بدی داشت
    کارگردانی نسبت به فیلم قبلی اقای
    روستایی بد بود. ظاهرا اقای روستایی به
    نماد دارن زیاد توجه میکنن ک این یک سمه برای فیلمنامه نویس و داستانش به شدت آدم رو یاد اثر
    ابد و یک روز مینداخت ک باز هم یک باگ حساب میشه.

    فیلم در بستری از زمان حال می‌گذرد؛ تاریخی
    که به سرعت و به تازگی از روی همۀ ما عبور
    کرده است. روزهایِ نقض برجام، افزایش قیمت دلار و
    سکه، روزهای بی‌‌کاری و بیماریِ بی‌پولی، که
    گریبان طبقه‌ای از جامعه را بیش از دیگران چسبیده
    است و سعید روستایی از قضا آن طبقه و آن بافت اجتماعی
    را به گواه آثار قبلی خود به‌خوبی می‌شناسد.
    پس ضعف نداشتنِ یک درام قوی، با تیزی و
    بُرندگی واقعیت‌های ملموس پوشانیده می‌شود و واقعیت داغ‌داغ خرج کار ساختن فیلم‌نامه می‌شود تا تماشاگر به
    خیال این‌که نبض زمانه در فیلم می‌تپد با آن همراه شود.

    خیلی منتقد در همین مملکت داریم و خارجم به فیلم
    نمره ضعیف نیم ستاره دادن و حتی آدمهای
    سرشناسی داریم قابل نقد
    ندونستن .آیا میشه به همه دنیا برچسب زد چون سلیقه مانیستن.؟ بخدا که خود
    فیلمساز و عواملش بعیده اینجوری
    گارد بگیرنن خیلی متواضعانه شنونده
    نظراتن . به گفته دیوید جنکینز، برادران لیلا، ریزش مردسالاری و سنت‌
    ریشه‌داری است که در عین حال دردسرهای زیادی را می‌طلبد تا توضیح دهد که
    چرا مردم کورکورانه به آنها به‌عنوان
    نوعی مرهم وجودی می‌چسبند. او در ادامه می‌افراید، وزنه سنگینی که سعید روستایی برداشته است تا تغییرات روایی خود را در بستری
    از اعتبار نشان دهد، به همان
    میزان که حیرت‌انگیز است، سرگرم‌کننده
    نیز هست. بر خلاف عنوان فیلم، لیلا شخصیت اصلی
    داستان نیست، و دستکاری‌های زیرکانه او در بسیاری از موارد خارج از کادر دوربین است.

    دوجنسه‌گرایی اغلب با پان‌جنس‌گرایی
    اشتباه گرفته می‌شود، یعنی زمانی که فردی مجذوب همه جنسیت‌ها می‌شود، از جمله cisgender، تراجنسیتی، جنسیتی، غیر باینری و سایر افراد
    ناسازگار با جنسیت. این کلیشه‌ها غالباً
    از طرف فضای تک‌جنس‌گرا وارد می‌شود و امکان تمایل و گرایش به
    بیش از یک جنس را نادیده می‌گیرد.

    این تعریف می‌تواند بر اساس برخی تصورات نادرست در مورد جنسیت باشد، زیرا همیشه نمی‌توان با نگاه
    کردن به کسی متوجه شد که مرد است،
    زن یا سیس جندر. ترنسجندر به افرادی گفته می شود که مایل
    به تغییر هویت جنسی، بر خلاف ظاهر خود هستند.
    بایسکشوال ماهیتی درونی دارد و ممکن است بسیاری از
    افراد با وجود تمایل شدید به دو
    جنس مخالف و موافق، بر روی افکار و تمایلاتشان سرپوش بگذارند تا جایگاه اجتماعی خود را حفظ کنند.

    باید بگوییم که جهت گیری جنسی متاسفانه تشخیص واضحی ندارد و این مسئله غیر
    معمول نیست که شخصی را به عنوان یک لزبین، همجنسگرا یا دوجنسگرا بشناسید.
    دوجنسگرایان یکپارچه هم بیشتر
    از یک رابطه اولیه همزمان دارند، یکی با یک مرد و دیگری
    با یک زن. دسته بعدی عمدتا دگرجنسگرا هستند اما
    زمانیکه به شریک جنسی خود دسترسی نداشته باشند، شریک جنسی یکسانی
    را انتخاب می کنند مثل افرادی که در زندان به سر
    می برند. این به آن معنا نیست که در حال صحه گذشتن بر مقوله دوگانگی جنسیت هستید.
    به آن معنا نیست که کمتر از پنسکشوال‌ها
    روشن فکرید، هیچ ویژگی نیست که اتوماتیک وار باعث شود روشن‌فکر‌تر شناخته شوید.
